Economic Impacts of Land Acquisition for the Development of the PASIGALA Raw Water System in Sigi Regency

Abstract

This qualitative phenomenological study examines how residents of Pakuli Village, Sigi Regency, experienced and were economically affected by land acquisition for the PASIGALA Regional Raw Water System, carried out while the community was still recovering from the 2018 earthquake, tsunami, and liquefaction disaster. Data were gathered through in-depth interviews with fifteen informants affected landholders, village officials, and a river-basin agency representative and analyzed using Cernea's impoverishment risk model, the Sustainable Livelihoods Framework, and Schutzian phenomenology. Findings show that responses ranged from cash acceptance to land-replacement requests and consignment, mostly driven by short-term economic pressure, while the resulting economic impacts were negative and cumulative, eroding asset value, credit access, livelihood adaptation, and economic security.
